Assembly Passes Second Reading Bayelsa State Development and Investment Corporation Repeal Bill

 **Adopts  Report Of House Joint Committee On Health and Education on Bayelsa Medical University Teaching Hospital

The Bayelsa State House of Assembly on Tuesday has passed the Bayelsa State  Development and Investment Corporation Repeal Bill (BYSHA/7B.31), 2026 for second reading.

The bill  sponsored by the Majority Leader of the House and member representing Southern Ijaw Constituency II, Rt Hon Monday -  Bubou Edwin Obolo Ph.D was earlier passed into law in 2012.

Leading the Debate on the bill the Majority Leader  gave several reasons why the bill needs urgent repeal, stating that the aforesaid law has served out it purpose.

He said the law has become obsolete and no longer serve the purpose it was enacted for, adding that if allow to exist would create legal issue.

The lawmaker also maintained that the  law was redundance and has failed to contribute  to economic development of the state for which it was enacted.

According to him the law has become inefficience, devoid of economic impact on the lives of Bayelsans, individuals, businesses and corporate organizations.

He further added that the repeal  was incompliance with   public opinions that the law no longer serve it purpose, and needs repeal to meet up  the contemporary situations, moral and ethical evolution.

"If such law as this is allow, it will create legal conflicts because there are now new laws, he stated.

He therefore, called on fellow lawmakers to support the repeal of the bill which was not in conformity with Global standards.

AIso speaking in favour of the bill, the member representing Brass Constituency II, Hon Omubo Ayonatiminyo said that it would be a deservice to the state to practice an obsolete law that was no longer useful to meet up to the current realities.

 In his debate in support of the bill also, the member representing Brass Constituency I, Hon (Dr) Daniel Charles affirmed the primary statutory responsibility of the House, which was to  make laws that would be of immense benefit to the people, inline with the present economic, social and legal reality.

In another development,    the House in its Tuesday plenary also adopted a report presented by  the House Joint Committee on Health and Education on the Bayelsa Medical University Teaching Hospital Bill, (BYSHA/7 B. 22), 2025 by Hon (Dr) Oyinke God bless Nanatumieyeseigha, member representing Sagbama Constituency I.

The adoption followed a motion he moved and  seconded by the  Deputy Chief Whip and member representing Nembe Constituency II , Hon (Chief) Edward Irigha Brigidi.
